The very word terror was initially used to describe reign of terror by the state during the. Moscow used the same sort of state policy to repress opposition. Terrorism has come to mean tactics; the use of violence by small groups to meet their ends, tactic used by the week, irregular warfare. Several types of terrorist movements: belong to (1) extreme left or (2)right wing. Right wing evolving around fascist ideology- small or lone wolf like terrorist in oklahoma city. (3)or thirdly national liberation movements- political agenda based on achieving independence: ira. The three traditionally wanted a small number of casualties and a lot of people watching- sufficient to make climate of fear. Bomb scare was the most important, not killing people- these movements had a constituency, supporters. Using too much violence ran the risk of losing that crucial support. Relied more and more on criminal acts like robberies; slip into average criminal gangs.
