Was originally against the interference into other states" values. Intervention in a foreign country was possible if there was already a form of intervention. You answer to a foreign intervention into a country, and the basic reason is to restore sovereignty. Second reason- ending a stalemate in a civil conflict. Legitimate to intervene when the civil war is going on forever, only a hi can stop the war- about the length and scope of suffering. There was otherwise no cause for foreign intervention.
