Unlike peacekeeping where the un maintains neutrality, during war they actively pick a side. There is a greater use of force and wider options for use of force than robust peacekeeping. Under the un charter, article2(4) says that all members should refrain from the threat or use of force. The un formed after two devastating wars so it makes sense why they would reject the use of force. There are only two exception for the use of force a. chapter vii article 51 of the un charter says: states retain the inherent right to individual or collective self defense i. This means that just because there is a crisis does not mean that the sc will automatically do something. Acts aren"t automatically a threat to the peace, or a breach of the peace or an act of aggression, the sc makes the determination on their own.
