Diefenbaker was inspired by undhr and made bill of rights circa 1960. It was just a federal law didn"t apply to provincial or municipal. Also, it was only as powerful as the courts decide it is. Supreme courts refused to give themselves the power they could"ve potentially given themselves. Civil liberties = rights & freedoms that are entrenched (in 1982 constitution) these rights and freedoms are part of democracy because they are society > government. Charter applies equally to federal and provincial governments. Charter of r&f does not extend to private, interpersonal relationships. Section 24 (1): anyone who"s entrenched r&f have been infringed upon may apply to a competent court and obtain appropriate remedy.
