Division of powers over more than one area of government canada has defined division of powers restrictions on both levels of government. Powers cannot be unilaterally invaded the federal gov. is answerable to the country as a whole, and each province is accountable to their province. Federalism is intended to be less of a descriptive and more of a normative term. It is more broad than just a definition for how a system runs it relates to broader policy concerns in a government. It refers to the advocacy for a multitier gov. that emphasises the regional self rule and overall self rule it is one of the defining normative principle of federalism it is not fully decentralized and not fully centralized. It is based on the presumed value of combining unity and diversity it becomes a promotion of distinct identities.
