American military: enormous size, legacies of its history that continue to define the institution. Began as department of navy and department of war. Had a third component added to it (air force) Decided to unify military under department of defense (pentagon), one organization. Better able to coordinate activities internally and become more effective in the defense of. National security act of 1947: created largest bureaucratic organization. Still has features of historical legacy: not a single institution, consists of four different branches within dod (army, navy, air force, marines) More inclined to be in competition with each other. Each wants a larger share of defense budget, in order to justify getting this funding-need to demonstrate their importance to policy makers. Their budget determines size of branch and extent to which people can be promoted within these departments. (interest in continual growth) Dod is not different than other bureaucracies (major corporations), offer most talented members opportunities for upward mobility, require growth.
