The city has led germany in the adoption of renewable energy, the promotion of public transportation, bicycling, and walking (the city center was turned into a pedestrian zone), and energy efficient housing. Furthermore, tokyo through the tokyo metropolitan environmental pollution control ordinance managed to make the japanese national government follow its lead.
