POL215 – March 17, 2015 - Vietnam • Illuminate conditions which authoritarian regime persist • 3 cases of revolutionary Marxist states: o North Korea o China o Vietnam • Escaped the European counterpoint • Common: o China survived by rapid economic growth by pervasive use or propaganda o NK isolated itself, maintained power • In Vietnamese case: o Reunification of Vietnam [2015 marks the year] o 1975 = the end of the war o University become hard with communist o Modest support from any university [Washington brought them down] th th • 18 and 19 century, French were most active in colonizing Vietnam • There markets generates a nationalist movement o Gravitates towards Marxism o Communist non-radical activist largely base in Europe/Soviet Union turned to Vietnam to lead the struggle • Ho Chi Minh – led his revolution in 1945 • Russia taught him the importance of small people who can help the revolution o Called “Vietminh” o In 1941, prosecute a war between Japanese and French troops o Commander – history teacher o Ho wanted to seize control of the country before French returned o To fight Japanese, 3 Americans helped • Humiliated by having France owning their country for 80 years • Ho Chi Minh wanted: independence and freedom, not a communist Vietnam • September 2, 1945, Ho Chi Min read declaration [opening words came from Thomas Jefferson] o Dissolves Indo-China communist party • Waved American flag when celebrating independence • October 1945, U.S would respect French sovereignty and Indo-China • France returned in 1945, and began war again • In 1954, Ho Chi Minh won his war against the French o He died in 1969 • From 1955 onwards: Two states: o Military dictatorship o U.S sponsor • Non-viability of South Vietnam as a state • Collapse – North and South competing o Ho Chi Minh reunify the country o War in the South – continuation of a nationalist struggle for a unified country o Washington portrayed as a foreign investment o We tend to forget South Vietnam • Before the war ended many Americans and Vietnamese died • But by 1979, Vietnamese had independence • Origins of the Vietnamese Communist Party o Ho Chi Minh, commenter official o Indo-China communist party in 1930 • The U.S coop involvement became deeper, the stakes became higher • South Vietnamese army, brought their own sponsor leader power • Between 1954 and 1975, we forget about South Vietnam o Softer authoritarian regimes that collapse • If they embrace social, land reform, could they have develop sufficient state capacity • In the North, Ho Chi Minh established declare of independence o Forced into the countryside o 46-53, follow organization strategy ▪ Chinese style, building liberating areas, teary out modern reforms and economic policies that are quite modern ▪ French colonialism o Built a powerful movement o End of Korean war, Chine
