Canada is a mix of other systems, can gain insight into other states. We are not free, the state governs us. Interdependent divisions --> if a line is too long we will leave the store, but we do not control how long the line will be when we get there. Without the state, the situation (state of nature) continues. Both actors in state of nature would rather steal despite being better off working. State intervenes --> prevents state of nature / crime. Nobility (dukes, earls, barons, viscounts), owned 75% but was 0. 01% of population. 1918 : all non-owners were granted the right to vote. Decides who is in power (right to vote) Portion of the selectorate necessary to keep the government in power. Those who voted for the group that is in power. Elections can be meaningless still (if it is a democracy)
