Civil society includes all kinds of groups with different interest groups, labor group, business group, etc: society: is boarder than society. It includes the individuals who reject the collect c. moral and values. Certain minorities as not part of the civil society and the majority may not see them. This is a big question that ask who belongs and who don"t belong. It is collective identity that determines the balance between state and society. Israel continued to be strong and over burdened state but its other groups has diminished. If religious groups or the settlers which are part of the society, our autonomous to some extent, from the state, the relationship between collective identity and state institution is a two way street. Collective identity shapes the nature of state institutions.
