The blue and red arrows show the information all around fred, from sights, smells, sound etc. The things is, none of us have access to all of reality, even in our own immediate environment, especially because we have limited sensory capacities. We can"t perceive all the arrows at any given point of time. We only have access to a limited subset of reality. Sensitivity of our sensory mechanisms: ex. dogs experience through smell, and therefore have a different perspective. Attentional capacity: we get distracted, the higher the cognitive load, the more error. You can"t operate under conditions of full information. Fred now has to decide what to do with the red arrows he receives. As soon as he knows what to do with this information, he starts perceiving. Initial detection is a basic sensory process.
