Laws: coded/written down rules that a society has decided on. Ethics: right or wrong: moral standards. Laws: laws are what you must/must not do, ethics is what you should/shouldn"t do. Cpa and apa stated that it is only ethical for every psychology course to include material on ethics. There are things that are unethical for a psychologist to do but that may not necessarily be illegal: ex. Having an intimate relationship with your client is unethical (may get your license suspended) but it is not illegal (will not go to jail for that) Ethics is much more fluid than law: change from society to society, from location to location, from time to time, ex. Homosexuality used to be illegal and unethical but it is not anymore.
