Negotiation: a person could be sitting on a ,000 bicycle but someone could look at that bicycle and be unaware of its price and think that the other guy can"t afford a car. Thus, in order to understanding this sytem, you have to be a part of the community that uses this system. Who rides a bike for other than the fact that it"s cheaper? (usually middle class/upper middle class) Commuters who do it for other reasons than the price: people sick of traffic, hate the ttc, downtown people who are close to their place of work.
