Unrestricted u-boat operation ii: hindenburg relies on the navy to cripple britain and france, feb 1917: admiral von hulzendorf unleashes submarines. April 1917: americans give up on negotiations and declare war: barely 140 000-man army, only 80 000 soldiers in france and none fully ready for combat.
