No casual link between movement lobbying/advocacy and concrete action. But without movement activism, state action is less likely = some level of causal. My study (collier 2005) argues that women"s movement success (measured as policy responses) is more likely if: 1. Movement strength is present is groups are: united, large, well-funded, have issue legitimacy, are seen to be representative of their constituent members. Governments are open to movement lobbying if they: share the same ideas, if movements can potentially deliver votes, if they do not have onerous financial constraints. Two main points from bashevkin"s opening chapter: but not enough: the gender and politics empirical field has seen progress, measurable and important public and academic impacts.
