Uses rejection of other arguments to show swift"s actual views pg. 1204 prevent shopkeepers from stealing, stop imports, etc. Meant to be repelled by these views, so much so that irish take action: conclusion > from but as for myself to end. Last passage satirical catalogue giving some pleasure to the rich does not fit in to the satirical category he is catering to wealthy people.
