Theres other force acting in opposite direction to stop it from happening. Driving force wants to push it down and resisting force that wants it to stop. Safety factor is the rato if restsiting force to driving force. there smany factors that determine these dirvinf an resisting forces. Resistanc eis related to internal strength of the materal for example. Many things cause the dirving force like steepness of slope or effect of veegtaiton anchoring material on the slope or the thickness of the soil layer. Diff landscapes in diff plaes have higher susceptibility to diff factors. Resisting force is the strength of the material on the slope. Shear stergnth is strength of material under a foce which is acting parallel to the slope due to weigth fo material.
