Germany is viewed as an unbalanced state before wwi. Was easy to socially manipulate the country with an old and outdated military. Before the war breaks out, people believe that the war is inevitable. After1870 problems begin to arise which eventualy get sparked in 1914. Germany accepts primary responsibility for starting wwi. In 1914, the germans did want to have a war, and desired it. 1890: wilhelm ii becomes emperor of germany and fires otto von bismarck. Bismarck was about making peace instead of war and thus did not suit the style of wilhelm ii. 1893: germans take back the reinsurance policy with russia. Germans believe the russians will not be able to find allies however eventually the russians forge an alliance with the french. The germans believe if they follow britain in relation to building naval ships and forming colonies, britain will eventually have to be friends with germany.
