Northern vietnam has been in a state of war since 1941, when the japanese invaded during world war 2. A pretty spotty state economically when the geneva convention occurred. Northern vietnam was going to introduce its social revolution above the 17th parallel. The general security of the communist party truong chinh set up a new radical land policy. Punish abusive landowners, people were using it to exact revenge on their former landowners. Ngo dinh diem was put as the prime minister of vietnam, very catholic and wanted to be a monk at one point. He wanted vietnam to be independent and unified under his leadership. So many groups were vying for power in southern vietnam. The military wanted diem out of office cause they saw him as an opposition to the. Diem bribed the officer core to get them out of the picture. The southern have of vietnam nearly descended into a civil war.
