You just can"t allow the free market capitalism to determine how much is available. The army needed to be fed and the previous winter was harsh. Even if you can locate and have the money to buy a lot of bread, the government only allowed you to buy a specific amount; you were limited. If you had the money you could go to the black market and buy whatever you wanted. The bread was needed for the men in the army.
