If you didn"t survive it probably meant that you were not fit and would wither away. Not just physically fit: morally, financially, psychologically fit-> these people were seen as more valuable. White middle class people were generally seen as physically, morally and mentally fit while the working class and immigrants were seen as inferior. Easier to blame this group of people rather than the industrial capitalists.
