Frederick Barbarossa (1152-1190) consolidated his power as emperor by pursuing rights
of feudal society by preventing princes with resources on the expense of the poor
o Needed money
o Became involved in series of wars in Lombardy against Lombard-leads
Not able to fully establish control over Lombardy
Had another plan: to acquire southern Italy (Sicily and tip of end of boot)
Acquired this through marriage: son married to Constance
When son came into control of southern part of Italy, Italy was
surrounded strategic move
o Became known as a King Arthur figure for Germany
o Notion that he was asleep somewhere and would wake up
Frederick II took over in 1215
o Grew up in Sicily surrounded by great culture with Norman and Muslim influences
o Pope Innocent III agreed to support him over rival Utum if he gave up Sicily
Had to promise to have crusades
Had to be loyal to Pope
Had no intention in keeping these promises
o Knew many languages
o Founded University of Naples
o Practiced religious tolerance that was codified in Constitution of Melfi (1231)
Made everyone equal under the law
o Worked hard to re-establish control of N Italy at the expense of Germany
o 1231: made Constitution that serving limited emperors’ powers north of the Alps
Cannot build no new castles, markets, towns
Princes allowed to mint money in their own area
o Been excommunicated the most time
o Looks as if he assumed policy that would unify Italy and link with eastern
Mediterranean to establish a multinational society
o Electors elects weakest emperor that they would easily be able to control
o Italy and Germany fragmented over course of 13th century
1250: passed away and have empire in theory exists in an idea
Survived as an institution until Napoleon takes over
