It is the first institution to reach a finalized state of codification, providing standards of behaviour. Social affairs do not seem to be in a state of chaos after this stage ever. It is understandable that each society requires a rule of law in order to survive and frame the relationships among its members. In the case of the new islamic society the need for law was urgent. A variety of topics needed regulation in the light of the new principles and the new environment in which the communities were living. Since there was no legal code of behaviour except for tribal code every new problem in the new reality required intervention. The spread of topics handled by the early jurists is surprising.
