After 1930"s, 10% down payment and bank financed 80-90% of home over 30 year mortgage. Many new developments did not want to sell homes to african americans. Housing policies stated that the presence of one or two non white families could undermine value of homes. All white communities had high fha ratings, and minority communities had low fha ratings, thus white communities had more funding and mortgage approval. Whiteness : living in the suburbs, communities of only middle class white people, blacks completely left out of housing market, public housing offered almost exclusively to black people.
