Innovation is not always expensive, technology is often expensive though. Innovation is using something in a new way. Hta help us decide which things are going to make things better. Provides information that is objective (does not have a bias). You can do a hta at any time because there are always unintended consequences. Our use if often decided on economic evaluation, but other things have a hand, evidence based medicine, systematic policy analysis (about perspective), social and human sciences. Hta is not done by the government anymore bc its too expensive. Not for profits often look after this now. Cadth - is the major one for ontario, looks at whether we should adopt drugs or not, this is split into cancer and non-cancer drugs.
