The government will make many decisions, but we use a lot of civil society to help generate ideas about and implement policy. Interests groups play a large part in the governance aspect. Governance is more of an inclusive term. They may reach out to a group called mcmaster health forum. The government and the ministry of health contact this group and they set up a service agreement so that the government can be provided data regarding specific health issues. Health ethics law and policy lab provides research on the policy aspects of given health issues that are being considered. Major influence and how policies are made and how government officials are influenced in the process of policy making.
