Health belief model (bm) and protection motivation theory (pmt) Fear-based models: to create an effective response a stimulus must be perceived as threatening and the individual must believe they will be affected. It is important for public health professionals to remember people perceive stimuli differently e. g. one person may not be afraid of possibility of getting emphysema in 10 years, while another person may be terrified of this outcome.
