External drivers are really pushing on quality and resources. We need new approaches, novel ideas, fresh minds. How to solve a wicked problem is a wicked problem in itself. Can"t be solved by one person, horizontal network. Understanding the problem evolves with coming up with solutions. Facilitation group of people working well together. Can"t be solved bc individual is just too small no a small group of a committed people can change the world. Defining characteristics: morrison, 2013: wicked problems cannot be defined until a solution has been proposed, many problems we are trying to fix in healthcare are wicked problems, counter intuitive to what we learned about policy. You have to understand the problem first before you can develop a policy: there is no precise stopping point for when a wicked problem is solved, there are no right" or wrong" solutions, only better or worse ones. Idea is get them in quicker, seen quicker, out quicker.
