Contract between government and governed, if the government does not live up to the expectations then the governed have the right to overthrow them. A man"s natural force consists only in the vigour of his limbs, and the firmness of his courage; which could never subject multitudes to the command of one. Nothing but their own consent, and their sense of the advantages resulting from peace and order, could have had that influence (para 4) Consent must be the source of government because of the lack of resources. Morally equal and roughly equal so only a ligament government can form by consent. Consent is part of the history of politics. But philosophers want to claim more, namely that, even at present, when it has attained full maturity [government] rests on no other foundation [than consent].
