Involving competition between competing forces and increasing levels in participation. Some democracies will be imperfect but they are still democracies. Liberalism: new democracies- complex and often incomplete transitions. No enforceability with rules just written on paper. If you have divisions in your countries, then that will further the weaknesses within the state. It (cid:449)ill lose its status as a de(cid:373)ocracy if you do(cid:374)"t ha(cid:448)e s(cid:373)ooth saili(cid:374)g throughout a decade.
