Document Summary
Based on state"s capacity to: maintain order within borders, protect against external threats. 16th century onward long decline in domestic crime and violence: changing norms that violence was not to be supported or admitted to the same extent as before. Military is not built to be a force of domestic disputes. Military: extension of state"s monopoly of violence, arm of executive. Regime falls when military ceases to defend it. Military may offer itself as alternative to civilian rule. Perspectives: liberal: sustains rule of law impartially, consensually, conservative: props up state authority in face of constant threat of disorder, radical: serves elites, repress people, requires constant check and challenge. Ferguson, missouri"s subversion of it: overwhelming white police force attempting to enforce a large black population. In a police state: the police do not rule, but are a central instrument of rule. Stand in strong support of the rulers.
