The process of deciding who gets what, when, where and how. : society is full of resources but they are scarce; gov has to decide where, when, how much, etc. resources certain people will receive. What government(s) choose to do or not do about a speci c problem. What government(s) do to shape our interactions with the state and other members of society. Law v. policy: law: if violated, consequences will ensue; stronger; can land people in courts/jail, policy: more of a guideline; often aspirational, motivations to make policy (not mutually exclusive): Partisan or ideological (making policies to bring them more in line with their ideological views) Universal or altruistic (aggressive; work against other parties/ interest groups) Co-operative: other parties, interest groups; to produce better programs/policies. Jurisdictional: to violate existing boundaries/ establish new ones.
