Expected congress to be the dominant institution. Historically, power struggles have occurred between members and leadership. Tension more important in the house because its bigger. Historically there is less tension in the senate: Elections for the senate rather than appointment. Filibuster: when one or more senators take control of the floor by speaking. Cloture: what stops a filibuster (need 60 votes to stop them from talking) Majority leader and minority leader in the senate. Exam: who is the speaker, senate majority leader, senate minority, house minority leader. Intra-party caucuses: groups within a party (democratic blue dog, republican study) Caucus: an association of congress members advocating certain interests. Committees are the most important organizational feature of congress. They consider all bills or legislative proposals. Responsible for maintaining oversight of executive agencies (epa, dhs) The number and power has varied over time. Names when things happen, where thing happen, what goes to sub-committees.
