Intrinsic reasons (because of what it is)  self-rule  embodies a commitment to freedom or self-rule  democracy = individuals ruling themselves; a form of freedom  autonomy = giving laws to oneself 2. Instrumental Reasons  because of what it produces Rousseau‟s View “Man is born free, but everywhere he is in chains.”  we can be coerced and free o coercion: we are forced to comply with laws o freedom: laws are self-imposed (presupposing democracy) So, coercion is compatible with freedom.  opposes democratic government because [he thinks] executive power should be held by the few  supports democratic legislation because [he thinks] people should make their own laws o must be close to a participatory democracy— everyone should be allowed to express their views o “rule of law, and not of men”— laws should be at the root of coercive power Objection: democracy is not a form of freedom  those on the losing side are subject to laws they did not give themselves  „majority rule‟, ie. minority are not self-ruling, and therefore not free  replies:  first intrinsic reason: democracy provides more autonomy than any other decision procedure o gives every citizen the opportunity to participate in law- making  second intrinsic reason: equality o democracy embodies a commitment to treating all as moral equals o equal entitlement to participate o politics for a society of equals  against subordination and exclusion o no natural subordination o inclusion of all adults equally in reaching collective decisions o need education and resources to participate effectively Rousseau‟s General Will  citizens motivated by impartial concern for t
