The pm is the head of government and always the single most influential person in canadian gov"t. ** we have parts of our constitution that are not written down. and we get into trouble when we try to figure these out. The crown still has the legal power to chose the pm, and throw out a government, its not just symbolic. But the pm controls many key choices. The pm provides advice to the gg on a number of issues, like how the gov"t departments structured, who should sit on s. court. The gg generally always takes his advice.
