Lecture 1: semester review: exam next week in same room as last time, will begin by talking about municipal finance, issues related to structure, function, finance, theoretical debates in literature. Important to read provided academic literature on top of textbook readings (want to be able to cite authors and ideas: electoral finance, mayors and political leadership. Will talk about other actors (community, council, etc. : policy making in municipalities, cao, municipal staff, council-staff relations. Takes place in a public forum which is unique: last lecture will have a reading (chapter 16**), not in syllabus. Tutorials: may need to write up more questions if there are not enough. Local issues report: any ongoing or recent conflict in a municipality. Could be home, here, toronto, vancouver, etc. Lots of options: budgets, meeting minutes, etc. are valuable resources, transit is always an issue, taxes can be controversial.
