Document Summary

The moral universality of hrs, which has been codified in a strong set of authoritative international norms, must be realized by the particularities of national action (donnelly) The state plays a uniquely significant role in human rights = largest potential violator and the best way to protect them. We tend to realize the object of human rights under a state. Donnelly makes this argument negatively by demonstrating the shortfalls of certain types of action. Limits of multilateral action: hr regimes declaratory promotional implementation. Promotional = making a plan, finding ways to promote it. Implementation = when it happens, we see actions. Most multilateral actions are limited to the promotional side = reporting and monitoring: most restricted to promotion and monitoring. Limits of bilateral action: can go either way. Policies that are enacted to help another state can have a positive influence. Other types of efforts, such as containing communism, lead to horrific human rights abuses.
