Turns out that both dogs had been strapped into a harness previously, and a light was turned on, and they were shocked. But one of the dogs realized that it could escape the shock my turning its head side to side. This first dog learned there was a contingency between its response and its outcome, if it moves its head or jumped, the shock stopped.
