Sociology 1020 - week 8 : reading notes. A census is a count of everyone (or everything) residing in a particular location. A national census attempts to enumerate (or systematically count) all persons living in the country at the time. Egyption censuses were used for some early population-planning initiatives, such as deciding how much land each family would get. Early censuses provide fascinating insights into the abilities and efforts of early governments and rulers to achieve even minimal understanding of the peoples they sought to control and rule. Modern census can trace its origins to beginnings of the industrial revolution. 1) taxes - determines how much can be collected and by how many people. 2) war - how many people may be available to fight. 3) future social needs - schools, roads, churches, houses. 4) political boundaries - seats in a national legislature.
