It means brotherhood: the city state didn(cid:495)t really have kings or queens. You don(cid:495)t vote to elect someone, everyone gets to vote. Only people who were born in the city got to vote. It(cid:495)s a priestesses and they could still have a lot of power but they couldn(cid:495)t vote: agora you could barter or trade.
