When they had rapid population growth (many people emigrated to other countries so they could absorb population growth) Countries in stage 1 are pre-development countries and have high death rates and birth rates. In stage 3, economic development increases smaller gap b/w death and birth rates but still a natural increase. In stage 4 we live a very long time with fewer children positive but low level of natural increase.
