Offender is only part of the crime equation. Better understanding of how and why crime occurs by focusing on: It may be immoral but not a crime: transactions: exchanges that take place during the event and its situational context. What happens after: how we respond to the crime influences the likelihood of future criminal events. Cannot be separated from the physical and social setting; The criminal event is a social event: Incidents that occur under specific circumstances and involve specific types of people: systematic accidents (felson, 1987) are based on the choices people make; impacts likelihood of being victimized. The criminal event has episodic quality: has a beginning and an end.
