Fanon is looking not just at colonialism, but at the process of decolonization through which previously colonized peoples fight for, declare, achieve, and/or are granted their independence. The enlightenment"s view of universality (through reason) does not/has not provided equality. We need the forced redistribution of wealth and power in order to create equality. Fanon"s focus is on the fact that those with wealth and power will always fight this redistribution tooth and nail while accusing the other of being greedy, violent, irrational, and despotic. Fanon is working to describe colonial society to those like you who do not live in it.
