Early military attempts, had to rely on messengers, signal flags, beacons, tilting shields into the sun, carrier pigeons. Specfiic intel: rely more on precision targeting, minimize civilian death and property damage, via drones, surgically target strikes, and minimize risks to the surrounding population. If intel is crap, back to square one again, but have serious public relations nightmare. All these 4 functions are designed to make military function as good as possible, as effective. Most basic elements of conflict: clausewitz: the fog of war.
