Centralizing: in the post september 11 era the trend has been towards centralization as demonstrated by the consolidation of previously separate information-gathering practices and the creation of the department of homeland security. Stan cohen argues that the rst great shift in social control taken up by foucault has been reversed in the late twentieth century. Cohen writes that this transformation has shifted the attention to the control of whole groups, populations and environments- not community control, but the control of communities. In this movement, technology and resources, particularly at the hard end, are to be directed to survellance. The necessity of discouraging disobedient acts as well, the already embodied normative behaviours articulated within the requirements of public safety and security make the individual visible to the gaze of the authority but more importantly to herself.
