The actuarial gaze promotes a poliical technology that uniies culturally dispersed bodies under the symbolic order of a vulnerable yet sovereign naional body . To be risk-free or risk-insulated becomes a claim on sovereignty and the elevaion or reducion of risk exposure deines ciizenship and its alters . Bio-poliical policing odes not eradicate its object, but requires its managed reproducion within discreet security and publicity apparatuses; the ongoing retrieval and presentaion of threat-proiles legiimates the security archive : management of people through informaion school, clinic, jail.
