Just cause refers to international law recognizing all countries have inherent, natural right to go to war in self defence, collective security. Every law is supposed to have a proportion between the problem + solution (balance of act + response). This purpose is to consider countries to reevaluate actions before acting. Orend argues that invasion of afghanistan were met w all criteria, and is thus considered a just war, but war in iraq was not. This involves personal bias as it involves locating the self & hearing the pain of others. Since 9/11, when involving muslims, violence is framed through a terrorism lense. There is no agreed upon definition of terrorism, though manny emerge from dif legal code of nation-states, some being passed quickly after 9/11. This brings about issues of of achieving balance of security and protection of civil-rights.
