Meant to be a way to hold states and state actors accountable for their actions. The un remains the focus of the international law. It is the forum where states reports about their experienced abuse. As of today there are 193 sovereign states that belong to this club . Every member only gets on vote, but those votes does not have legal authority. The security council holds legal authority (p5), and also veto power which is legally binding to the 193 members. They are the p5 because they won the war.
