Subject: do you have legal personality. you need to have personality in order to be recognized by the courts. Need to be a subject worthy of international courts. States used to be recognized as subjects, then corporations were granted standings in in- ternational courts but individuals did not. Most crimes are agents of states against individuals. why can courts in international law only recognize states and corporation. Only been once 50"s 60"s have been granted some sort of statues in international law but it is very limited. Icc-international criminal court doesn"t even recognize individuals. United nations/security council (security council is a part of the un) are the big bosses. They are they only ones that can start a war. Security council is only 5 permanent people(p5): uk, china, france, us, and russia. The p5 engages laws but is all about politics and powers which is the opposite of law. Legals system remains governed by state sovereignty.
