This isn"t just a case of people moving from agriculture areas to cities, but there is also an important change that happens with culture and values. Cities bring people in closer proximity to education etc. , closer proximity to other cultures. It is less often that rural population brings protest movements urban populations are much more likely to do this. It represent a political thread of security concern. Governments are starting to pay attention to urban constituencies. Change in residence + change in values/ behaviour.
